Officers found that the man is under a protection order to stay away from a woman at that location. The woman did not want theft charges for a cell phone. The man reportedly left the area on South Sutphin Street, dressed in black and carrying a backpack and a box with an air mattress, and officers set a perimeter and deployed a K9 to search for him.
