The reporting party was waiting at a nearby warehouse and said they could still see the person with a flashlight near the vehicle.

One vehicle was linked to a blue sedan, possibly a Mazda, and another to a black Jeep Wrangler with no visible plate. Units were advised of the possible unsafe driving in these areas.
